European dependence on US cloud providers remains pronounced, with the EU cloud services market reportedly doubling from approximately €30 billion to €60 billion annually since 2021. The EU is reportedly considering licensing-type regulations similar to those used for 5G mobile network suppliers to restrict market access for high-risk cloud providers. Such measures could potentially limit involvement from both US and Chinese cloud companies in European markets.

Developing effective cloud sovereignty strategies would require significant political courage and substantial financial investment, according to reports. The Netherlands has emerged as a prominent advocate for reducing EU reliance on US cloud providers, yet the country has simultaneously implemented restrictions on data center construction in Amsterdam due to environmental concerns about energy and water consumption.
Analysts suggest the EU has repeatedly demonstrated difficulties in coordinating decisive action across member states on complex geopolitical issues, from Russia sanctions to Ukrainian defense support. While the probability of weaponized cloud services may be limited, sources indicate the potential economic consequences could be severe enough to warrant proactive measures.
The report concludes that if the European Union genuinely aspires to achieve strategic autonomy and “Trump-proof” its digital economy, it must demonstrate greater coherence and commitment to developing competitive, sovereign cloud infrastructure capabilities.
